I wonder how hard it will be to get 100% afk hours if it's possible

It's not possible because the first 20 minutes after you join is considered not afk time regardless of whether you go afk immediately or not.

What if you login the day before the month ends and start afking then?

If you log in 24 hours before, 20 minutes will be considered active and 23h40m considered inactive, so that's 98.61% afk. In fact the closest you can get is logging in at the very start of the month, then being afk for the whole month, which is 31 days minus 20 minutes / 31 days = 99.95% afk

luigio, what if said person logs on and types /afk immediately? if that took at most 2 seconds, that would be more than that.
